2In 2024, the nationwide generation of general industrial solid waste reached 4.47 billion tons, including approximately 1.4 billion tons of tailings and about 3.5 billion tons of construction waste. The total consumption of sand and gravel materials nationwide was 13.689 billion tons, and cement production amounted to 1.825 billion tons.

Pilot Work Plan for the Construction of “Zero-Waste Cities”

Promote the preparation of sand and gravel aggregates, ceramsite, dry-mixed mortar, and other alternative sand materials from mining waste rock, and explore the use of tailings in ecological and environmental management.

Encourage multi-industry collaborative utilization, advancing the deep integration of bulk solid waste comprehensive utilization industries with downstream sectors such as construction, building materials, municipal works, transportation, and environmental remediation.
